I successfully downloaded iOS 7 on my iPhone 4 running 6.1.3, but when trying to install, it says "Software Update Unavailable" after trying to verify the already downloaded update and after I already agreed to the terms and conditions. Anyone have a solution to this? Screenshot attached:

Just keep trying.
 
I'm seeing the same message. It's interesting that there's capacity to handle a 750MB download but fails on an activation server

Maybe 6 attempts at "Software Update" then at last it proceeded then reboots iphone (4) new flat graphic apple icon comes up and now progress bar slowly indicating internal update process crawling along. This after maybe 9 or 10 false starts to download starting at 1pm (ET) sharp then multiple "Software Update Unavailable" events all in all with maybe 50% of actual update happening right now at this point 2.75 hours expended to now - not bad for what?, millions hitting the servers at once?
 
This problems should come as no surprise, especially when millions and millions of people are all trying to update there devices at once.
 
Same here on my hubby's iPad 2. I did my iPad 3 pretty easily, but I've been trying on his for about an hour and a half now. It does exactly what davecom showed above.
 
I am on Verify Update attempt #50+. iPhone just doesn't want to go through, tried it for about 3 hours. My iPad went through after 10 attempts. It's OK, I can wait. I know the servers are being hammered.
 
Plugged my iPad into computer and downloaded & installed through iTunes in 1 shot! Testing this method on the iPhone now!
