Usps offers "signture on delivery" and other verified shipping options. I would ship using an option with tracking, signature upon request, and return receipt. Just go down to you usps ask for your options. You may have to pay more, but I hope you factored this in shipping charge.

Um, ya, I rescind my original recommendation. I'm usually on the buying end of ebay, but a buddy of mine mentioned that paypal could be a nightmare if there is a dispute for the item and if you shipping to unconfirmed addresses.

If they open a dispute with Paypal, the money gets taken out of your account right away until a decision is made. Since you cannot have signature confirmation to confirm that THEY recieved it, Paypal will side with him, and you'll lose the money AND the phone.

Various ways in which the payment can 'bounce' in paypal:

1 - As above, all they need to do is lie and they get their money back. If you've got an account in good standing then they get all the protection
2 - They use a hacked paypal account, when it gets discovered paypal claw all the money back
3 - They sell other stuff on ebay which they have no intention of sending, get the money in their account and send it to you. Then, when the other dispute opens it all gets claimed back
4 - Use fraudulent bank acct details
5 - Use fraudulent credit card details.

In general, when something seems dodgy on ebay the best thing to do is run (not walk) away. Next time put something in your auction saying that you will only send to certain areas and that you require the buyer to have confirmed account details in paypal. If they don't comply with either then that gives you better ammo when cancelling the auction through paypal.

In the past, I've had a couple of phones bought by people who were apparently in Nigeria and wanted to send me a cheque for the total plus something extra (to cover other fees, can I just pop the change in the post to them with the phone). Luckily I'd already heard about these so didn't get suckered. Everything appears to clear for a few weeks, the funds appear in the bank account etc. only to be told a few weeks later that the payment details were invalid and all money was being refunded to the bank. It sucks but that's fraud for you.

USPS and UPS does not offer these options when shipping to a foreign country. Once it leaves the US, it's basically out of there hands. USPS is not going to hand deliver a package in Russia. The Russian Postal Service will. UPS offers tracking, but no proof of delivery or signature. Since I have no way of tracking or getting a signature, and I shipped to an unconfirmed address, all he has to do is file a dispute through Paypal. Since I can't give Paypal proof of delivery, they will side with him and give him his money back FROM MY ACCOUNT.
 
Listen - NEVER, NEVER, ship an item to Russia. They sit around just thinking of ways to work a scam. I have been over there many times and seen it, and they are good at it.

You will find out the hard way if you send it. I sold an item for $300 on ebay. The buyer paid and was confirmed and everything. I sent him the item. 10 months later he did a charge back. No reason, did not return the item. Paypal charged me for it. End of story.


There is NO SELLER PROTECTION WITH PAYPAL so forget it.

Wow - I just went through the same headache. Here's my story:

1. Listed as US ship only, winning bidder from Russia requested final invoice to include shipping and insurance. His buyer rank was 76/100%.
2. Sent invoice received immediate payment. But, because I have fewer than 20 sales, Paypal put a hold on the funds for 21days.
3. Called Paypal, and asked them "What's MY protection?" They said only if buyer has a confirmed address, and then the protection is only up to $200.
4. Several emails with buyer, he insisted that Paypal does not support confirmed address in Russia, even copied a part of their terms. Paypal told me on the phone he could with a credit card.
5. Refunded the money - including fees
6. Initiated a Dispute - Item Not paid, Mutual backout agreement. He accepted. Left me a postive feedback.
7. Second chance offers fruitless
8. Saw that eBay charged a Value Fee at the sale - in addition to the listed fee, a percentage of the total. This was removed, but I still owe the listing fee. I am going to try to reverse that, because the bidder did not follow the instructions.
9. Re-listed the phone, this time putting in BIG BOLD - US Shipment ONLY!

So, I watch about 5 phones at a times to see how the auctions go. About 1 out of 5 that I watch declare worldwide shipping. About 4 of the final auctions have winners from outside the US. So they're not reading the listings properly, and not contacting the sellers prior to bidding.

No offense to our international friends here - I'd love to ship the phone overseas, I could get more - but there just isn't enough seller protection for this.

Chargeback is not the same as a paypal dispute.


If you use a credit card on something online, ANYTHING, you can call your CC company up and say "Yea it's broke" or "I never got it" and they will credit your account that, and take it out of paypal.
