I have location services enabled but everything is turned off within location services and system services.
I intermittently get the solid white arrow appearing. Could this be due to find my phone ?
I’m just curious to know, so not really a complaint.
 
You should be able to check to see what’s using your location by going to the appropriate place in settings. You say you have everything turned off- you sure? All of the service in system services also?

Some items were set to only use location when used. I had weather and maps and couple of other items set this way. Turned them off and see if that makes a difference. It occurs primarily when bringing the iPhone out of standby mode sleep mode.
 
It’s generally due to find my iPhone if that’s turned on. I’m my experience anyway. Apart from a few apps that I need location access on, find my is the only other thing. The white is just in the UI. It’s purple in the privacy section.

Setting the time zone is the one that appears to be the most active alongside find my… or did you deactivate that too?

I think the (non)issue of that menu and it's depiction of arrows history which you clarified earlier for me solved my query. , thanks.
It was find my primarily.
