I have 14.5.1 and did a hard reboot, but there is still no selection possible as shown in your OP.
The feature does work during a Zoom test, but I have yet to try FT.

I had to open FaceTime and check a box about center stage. After that I let FaceTime run without calling anyone and got center stage to activate. Then I rebooted, and the option (finally) showed up in settings.

After reading your post, I opened FT and like Zoom it was apparent Center Stage was working. I returned to the FT settings and there found the previously missing tab that was now marked active.
So is there no more option for Center Stage in iOS 15.1? I am not seeing the option anymore to enable it in FaceTime. It doesn’t even work on FaceTime anymore for me.
If you need to access this in another app like filmic or FaceTime then while the app is open say filmic pro/FaceTime. Once open scroll the control panel down qnd you will be able to enable the center stage feature as if you're turning it off or on in the settings in the app section!
