So right now i'm selling my 2012 MacBook Pro and I need to Factory Restore it. I have restored it before and it was as easy as pressing Command + R on startup and letting it do its thing. So I tried to do it now, but it won't restore. I choose the drive and it takes an hour or 2 to download and reinstall. But when it turns on its the exact same as before I restored it. Not sure what else I can do, it didn't come with restore disks or anything. And I know for a fact I have restored it using this feature before.
 
Have you tried entering Disk Utility to repartition/wipe the disk before re-installing?

If you have access to another Mac, you could download the required OS and create a USB installer.

Why not you download the OS X on USB flash drive and use option key on boot up, then manually click flash drive to install. But remember wipe the hard drive using disk utility before install.

Honestly I completely spaced about having to format the HDD. After I remember I felt pretty stupid. Got everytthing reset though, thanks for the help!
