So this has been happening for a few years now.

When I go to the App Store -> Account -> Apps -> My Apps -> All tab

there are several apps I always install that are not in there. Here are the missing apps.:
- Geico
- Shazam
- Google Voice
- Wolfram Alpha

anyone know why these apps don't appear in my All tab?

Type those in the search bar in the App Store and see if they say Get or have a download arrow OR if they say Open. If they don’t say open, they aren’t installed.

Maybe they got offloaded from non use if you have that on in device settings.
 
Well they're all installed now so they all have an "Open" button next to them. I have a habit of restoring and setting up from scratch both my iPad and iPhone several times a year and that's how I've noticed that those specific apps. never appear in my all list.

I've never offloaded apps. either or hidden them in my apps. list in my account.
 
Sounds like you hid them at one point. Go to your account settings (tap the tile that shows your name/account) and then 'Hidden Purchases'. You can unhide the apps from there.
