Some apps not refreshing in background

I had a iphone 6 and never had a problem with this but now I just bought an iphone 7 and several apps never refresh in background until I open them (like PushBullet and yahoo mail).

In settings/General/Background App refresh everything is ON

Restarting the phone did nothing...i’m kind of lost right now, any idea ?

You don’t want app refresh on. It sucks battery! But mail should push, go to mail settings and see if it’s on fetch, push or manual! Should be on push!
