I do not get notified of some incoming calls (ringer), but others I do (apparently those in contacts). I have checked everything in settings and everything looks good. I've checked the switch on the side, it's set to ringer not silent. I am missing important calls since my daughter just died. I have AT&T, is this their problem?

Go to Settings then Phone and then scroll to Silence Unknown Callers and press on it and then switch it so no green is showing.
