It's never been turned on. I can't imagine wanting to, and having it grayed out seems like a good feature to protect idiots from themselves. Apple should just remove the toggle entirely, and block tracking permanently.

You’re right, as I make sure it is off for those that are not technical in my family.
I like having it on, so that I can see which apps are requesting it and of course always denying the request.
