A beta is never late. Nor is it early. It arrives precisely when it means to.
In the betas of the previous iterations of iOS (iOS 6, iOS 5, etc.), did new betas sometime contained major changes? Or were the changes always minor to moderate?It would be funny if - after all this hype/wait for beta 4 - it turns out to be a very, very minor bug fix update and nothing noteworthy/noticeable.

Of course it doesn't mean a thing, but looking at the past, we could still get a few surprises here and there.iOS 6 betas didn't change much but during the iOS 5 beta period, the icloud and reminders icons were changed, wireless syncing was added, OTA updates were added, and the secret panorama feature was found.
beta 4 is probably just stability and a dark ui/font change option. More likely just stability

According to @dmarsh1996 he says that Beta 4 may be called Beta 5 for security reasons. o.0 let see what happens when it is released.

That's a silly rumor. I don't see why they would do that.
The iOS 7 beta 4 is already on the apple-server with the buildnumber 11a4435d:

We never got iOS 4.2, but instead we got 4.2.1. It's possible.
I'm sure if Apple needed to call it beta 5 they would, although I have to agree the reasoning behind the rumour seems a bit weird.
