I got on my mac os x today and found out that someone in my house deleted the system preferences...i dont have an install disk because i bought this used and i tried the disc utility nothing worked i need help
 
How did you find out, someone deleted you System Preferences? Was it gone from the Dock?

Or is it also missing from the Applications folder?

And have you tried Spotlight (if you have Mac OS X 10.4+) yet?

You can get replacement DVDs from Apple for 15-30USD or buy Snow Leopard if you have an Intel Mac for 29USD and use that to re-install your system.

Also make sure that you have more than one account for your Mac if more than one (you) person is using it.
You can have an administrative account with all the powers, and the other users get a standard account, so they are not able to delete applications or install anything.
Just make sure the admin account is password protected.
