    You need an install disc.

I know, you don't have one.

    You need one.

How did you find out, someone deleted you System Preferences? Was it gone from the Dock?

Or is it also missing from the Applications folder?

And have you tried Spotlight (if you have Mac OS X 10.4+) yet?

You can get replacement DVDs from Apple for 15-30USD or buy Snow Leopard if you have an Intel Mac for 29USD and use that to re-install your system.

Also make sure that you have more than one account for your Mac if more than one (you) person is using it.
You can have an administrative account with all the powers, and the other users get a standard account, so they are not able to delete applications or install anything.
Just make sure the admin account is password protected.

I presume this is your first Mac, and if so have a look at the following links, as the information presented there might be helpful in your future endeavours into Mac OS X and could clear up initial confusion and may even prevent harm to your system or your files.
