long story short. Wanted to restore my jailbroken iphone 4 to 4.2.1 stock firmware. I keep getting the 1013 error. I heard recboot only works for 4.1 on down and I tried the whole c:/windows/system32/drivers/etc bit.. still isn't working.

is there another resort?

iTunes is detecting your baseband is higher then the firmware was originally supposed to support. Just make a custom firmware with sn0wbreeze for 4.2.1 and restore to that.
