I cant use it at 100% on my 4s w/ iOS7, 7 is pretty bright! I keep it at 50% or lower and have no issues. I'm indoors mostly but I do live in Florida (the sunshine state) and outdoors I usually don't have problems either.

That can be normal. I keep my phone set too auto brightness. I'm in an average lit room and my iPhone is automatically adjusting to about 25%

Cranking it up much higher hurts my eyes.
