Sometime toggle for both Calendar and iCloud Calendar show in iOS Settings > iCloud, and sometimes only iCloud Calendar shows up?

Sometime toggle for Calendar and iCloud Calendar both show in iOS Settings > [Your Name] > iCloud, and sometimes toggle for only iCloud Calendar shows up in iOS Settings > [Your Name] > iCloud.
What is going on?
