For example when it has 24 percent, 14 percent, etc instead of one percent.
Your battery is bad. I had the same issue. Run iBackupBot, and go to the information tab and post your battery specs. I suspect the battery has gone kaput.
I took mine to Apple, got a new battery (iPhone 5 at the time), and all was well ever since.
Some threads about this from a number of people using iOS 7 (those who upgraded from an esrlier version and those with newer phones as well that are latest with iOS 7 from the beginning). Nothing really to indicate one thing or another, but iOS 7 itself might have at least something to do with it.
Like C DM says, it's been a fairly well known bug of iOS 7. Hopefully it will be addressed soon.
You can try a Reset All Settings and some battery charge cycles anyways though, you never know.
