Sonic pulse

Can someone make an app that produces a small sonic pulse so that I can aim it at the cell phones of the ' failed medical experiments' that we call teenagers, who insist on playing music at full volume on public transport 😀

They always feel brave when they're in a gang and spoil the journey for everyone else .. are they deaf or all just plain ignorant !?

how about PHONES RINGING IN A RESTAURANT....then they just let it ring and don't even cancel the ring... ...😡 (look at me i'm special I have a cell phone!!... ya "that guy")
