Just upgraded to Mavericks GM.

Whenever I hold down my volume control buttons to either increase or decrease the volume, the increments are delayed and the little sound effect is also delayed. It doesn't do this if I wait a little bit before each push, but if I do it too fast it screws it up.

The sound effect seems to be indeed delayed for me, but I normally have it turned off anyways. I'm not sure if it was always delayed or not. The actual changing of volume isn't delayed at all for me.
 
The sound effect itself seems to be the culprit. When I turn off volume feedback the little increments increase normally and smoothly, but when I turn it back on then the delays start and screw it all up.
