Spaces not working with down and up arrows?

Spaces used to work with the left, right, up, and down arrows when I held control.

Now it only cycles through my 4 spaces with the left and right arrows. I get a beep done if I try the up or down arrows. I can still cycle through them but there is extra button pushing now.

I have tried logging out, and I also restarted the computer.
