No one cares about the spam laws, even in the country. Any of the people that get caught spamming in the US are always actually charged with something else besides spamming.

The DO NOT CALL list is working and results in less unwanted calls over time, and the federal government does sue the worse offenders. However, the problem is there's no equivalent law with similar penalty when it comes to spam SMS.
 
For those who have jailbroken iOS devices, I recommend buying iBlacklist from the Cydia store. I've gotten a few spam SMS messages over the past year or so and I just add them to my blacklist after the first one and they don't bother me again. Of course, if you're on a limited texting plan and they count against your SMS allocation this could still be a problem, but I think that if you kept the spam texts and walked into the AT&T store and showed them your account would be credited for the spam.
