Do you mean that you've turned off Speakable Items?

You can access its settings in System Preferences --> Speech.

I have the opposite problem

How do you get RID of that little Speech Feedback control panel? It's been driving me nuts for an hour now!

System Preferences --> Speech --> Speech Recognition.

Turn Speakable Items off. It may take a few seconds, but the feedback window should just disappear.
