Is there any possible way to speed up IPhone 4S cellular speed without Jailbreak? I am on Verizon and IOS 6.1.3 and have super slow 3G.

The ping is about right, but the transfer speeds are poor. Your tower may be congested and there's likely nothing wrong with your phone.
Are these decent results:
Ping:139ms Download:0.68Mbps Upload:0.82Mbps
That's about what I used to have on Verizon here in Denver and that was on a good day. It averaged about 0.00 the rest of the time. AT&T was about the same for me.

A VPN service won't help. There just isn't room in the airwaves for more speed for your phone.

Depends on the bottleneck but even a JB won't help in most cases. You need to determine what's causing your poor speed. If it's the carrier's network then nothing you do on your phone will help. I'm sorry, did you mean to say you use Sprint's 3G network, or are you really on Verizon?
In all seriousness, you should consider switching to ATT if you want good data speeds. Sure, AT&T has draconian policies, but so does Verizon.
