Of course it does and I really cannot believe that you would actually believe this! Why don't you try for yourself? If you do you will notice that when you cut a file Windows will fade out the icon to show that you are about to move something, if you then copy something else you will notice the file you cut is no longer faded and is still in its original location.

I love OS X and it is now my primary Operating System, but I hate it when people bash Windows without even the slightest understanding of how it works.
