I don't understand your question? By "dots" you mean period yes? ...

The dots under the words spelled wrong. look closely underneath "estado" and "occupado"

Yes I have seen this happening on my phone. It is pretty annoying. Hopefully they fix it.

Yes - but it only seems to happen in third-part apps (like Facebook in your screenshot).
Have you ever seen it in Messages or other stock apps?

nope! i actually tried it in the imessage app and it would only highlight one word at any given time
