Don't think that's right. He was answering the question whether both iPads were on same version of iOS.

And I'm saying that even if the settings are the same, the iOS versions on both devices might be different even if one was restored from a backup of the other.

He said yes when asked if they were on the same version, then said they were both identical since he restored from a backup, meaning everything should be exactly the same.
