iPhone Spotify not working in offline mode on my iPhone 16P

I prefer Spotify to Apple Music. However, I may have to switch back to Apple Music because I can't get my downloaded music to play when I'm offline. This is unacceptable because I've been doing a lot of traveling in remote places with no phone service. I've tried everything, it just won't work. Is anyone aware of this issue or a fix for it?
