I have 7.04 on an iPhone 5 with Cydia Substrate and no problem so it's obviously not affecting everyone. Neither of you restored a backup made on a previous FW? And have tried a hard reset?
Found the culprit! Is the winterboard that is causing the problem. Had to remove cydia substrat & reinstall it. Never install winterboard again & problem gone. Thats just the issue im facing, not sure about those who had the same problem.

Is it winterboard or one of the dependencies? Obviously, uninstalling winterboard fixes things but is the real problem libhide or pincrush? Maybe once winterboard is unstalled, these things stop functioning so the problem is "fixed." The reason that I point this out is because I want to know if I should be waiting for a winterboard update or a libhide/pincrush update. Just a thought...
