SPOTLIGHT still not working on certain external drives

This is a lot to try, and I will get back to you with a progress report.

I am pretty certain that the mystery file "metadata_never_index_unless_rootfs," is NOT anywhere in my system, I have searched for it every possible way and it never turns up. But anyhow, I will take all the steps you suggest and report back.
