I've been using a powered enclosure with an SSD inside as a bootable device via USB 3.0 and it's fine for me speed wise over the internal HDD.

My question is, can I do away with the powered enclosure and just buy a USB 3.0 to SATA cable to connect the SSD and boot from it?

Yep. Bus power only works fine, no need for external power.

Make sure that any cable/adapter you buy is SPECIFICALLY STATED to support "UASP" (USB attached SCSI protocol).

You need this to get the maximum speeds via USB.
You should see reads in the 430mbps range.
