Stage Manager Questions

I have Stage Manager enabled and when I click on the desktop it makes one of the open windows come and become the active window. Is there a way to disable this or is this just how Stage Manager works? Is there a quick way to choose which open window you want to enable as the active window without having to click on it on the left?

Trying to figure out how to make stage manager work. if I minimize the webpage or application it goes into the dock and not on the left side of the screen...
