My 2015 MacBook Pro was done to 11MB of free space and eventually wouldn't start. I couldn't access single user mode nor Safe Mode. I was able to connect it to another Mac in Target Disk Mode and created 24GB of free space. I still can't access Safe Mode or Single User Mode but can access Recovery Mode. The opening line moves slowing from left to right and that disappears which turns into a spinning circle wheel.

I've done a SMC reset and PRAM. Any suggestions to get it to the desktop is appreciated.

It is running Mojave 10.14.3
 
The low disk space shouldn't affect it in this way.

Does it work if you boot it off of another installation of macOS - I.e. if you use Target Disk mode the other way around, and use the boot picker to boot from the other Mac''s drive, will it boot?

Have you done a hardware diagnostics test?

Probably backing up via your Target Disk mode access and re-installing macOS is your best bet right now, assuming the boot from another drive works.

The hardware diagnostics test passed without any issues. I agree, I will re-install the operating system.
