Startup Manager on Windows?

You know when, on startup, you hold Command-Option and a startup manager
pops up, and you can choose from what volume to boot from (like an external drive)? Well, I was wondering if there was an equivalent for Windows, and if so, how to do it?

Windows has a boot loader, which can be accessed by going to run and typing MSCONFIG and I believe the boot.ini tab.
