Seems like Installing macOS is very hard on my Macbook Air 2015 13" Mojave. I have this same problem with the original SSD and sometimes is successful only after 10 tries.
I ordered SSD adapter (2 companies) and switch the old SSD, Installation failed,
I ordered new SSD enclosure and tired installing via USB Installation failed.
I download macOS from Appstore and other direct download I found from others and all failed
What I think of a SSD issue probably is not SSD. I ran out of options. I never had this error when installing macOS with 5 of my friends mac.
PS I make the bootable USB from a VM in which the device id is Macbook Pro
Hardware: MacBookPro14,3 @ 2.77 GHz (x 4), 4708 MB RAM
