why hasn’t Apple fixed this issue??

Settings, camera, preserve settings.

And Live Photos is unchecked.

But it keeps turning back on by default.

Lots of people have complained about this and apple doesn’t listen.

Software updates take time, typically a company will address issue based on severity and impact. Not to sound rude but this problem is trivial compared to other more important security and enhancements. It could take several months for a fix to come down the pipeline.

I haven’t heard “lots” of users complain about this as lots of people like it.

Works as it should for me with no issue. Turned it off and only turn it on when I want it. Setting is preserved as it should be.

Lots of complaints about Live Photos. It’s a known glitch that we cannot set default to turn it off.

I don’t like Live Photos. It takes up unneeded space in my iPhone. I want it off my default.

OP, you got it backwards in - preserve camera settings Live Photo must be on, so that it preserves your last setting, i.e. when you set it to off, to stay off.
Got it! God I feel like an idiot.

Still annoyed at Apple. Can’t they make it more simple. Like just switch option to “turn off Live Photo”.

The things Apple does perplexes me at time. Like iCloud storage at measly 5GB and giving u annoying reminder message to upgrade (pay them more money) for more iCloud storage. When they can easily just tell people to turn off photo stream/photos in cloud option to save money.

I can not remember live photo ever being on on my X.
The default for Live Photos is "ON" (which is actually a terrible default setting, as if they want to force people to use it just to make a point that it's a new feature). Maybe your previous phone had live photos and you already turned it off, so when you went to the X it restored that setting.
