I realize there's a way to do it per app, but I really want to make the new default that the menubar should always be visible in fullscreen, and then selectively disable it in the (one or two) apps that I still don't need it in.

Just wanted to know if this is still impossible in El Cap, as it was in Yosemite and earlier.
