When you're selling a phone, all of that stuff is disabled prior to the sale. If your phone is flat out stolen, FMI, passcode, etc would presumably be active.

If you're meeting someone, I don't think I would disable the locks until the sale has been completed. I'd tell the seller in x minutes it would be disabled.
 
I had my iPhone 5 stolen during a Craigslist transaction last year. I took all of the "precautions" and unfortunately it still happened. Met in a store with lots of people, a friend, security cameras etc. The person snatched and ran. I wasn't about to run after this person, not worth the risk over a phone.

Unfortunately he was never caught even with security camera footage from the store and the phone was never returned. I took it as a lesson learned. Your sister won't ever see that phone again and more than likely nothing will come of the police report.

We already know upfront in the OP that the OP's sister didn't bother to set any of these up on iOS 6. Unless I'm missing something, the only thing if it were flat out stolen is she'd be unable to wipe it.

You were probably just responding to sulpfiction, but I'd like to point out that she failed to take the precaution of checking if the money is real or counterfeit and didn't find out after the fact so that's moot.

That's why I say even CL transactions aren't 100% foolproof but the ebay distractors of this forum like to think otherwise. Nothing is 100% risk free.

You are right, it's not risk free. Exercise due diligence and that risk is reduced. When I meet buyers, or sellers, at no point do I trust them. I scrutinize everything till am satisfied.
 
Quick follow up. Verizon rep said there is no way for them to lock it as it would be against some FCC regulations.
When I started this thread I hoped for some suggestions where to add MEID/IMEI to stolen/lost databases. I didn't expect discussing merits and demerits of iOS7 security features.

Well, you didn't make it clear upfront that it was a sale rather than outright stolen, in which case it wouldn't matter which iOS she was on (hence no reason even to mention being on iOS 6 in the OP). Discussion would naturally evolve to security features.
 
I am pleasantly surprised Tmobile website show phone as stolen once you plug in IMEI number. I guess either Verizon shares their stolen/lost list or police blacklisted it.
