I will be picking up my new iMac next week. I do not use Photos and plan to keep it that way. Is there some way in High Sierra to keep Photos from opening automatically when it detects a new picture? I know that you can block it from opening when specific devices are connected, but that is not my question. I am looking for something that will disable it altogether.
 
In Terminal write the following and then hit Enter
defaults -currentHost write com.apple.ImageCapture disableHotPlug -bool YES
Photos will never open again for any device

If you want to allow it to open again simply enter the following into Terminal
defaults -currentHost write com.apple.ImageCapture disableHotPlug -bool NO
 
Open up Image Capture and deselect that option. When you connect your phone or camera, open Image Capture and in the corner (I think the right) and deselect that option.
