Stop Safari from Maxing Out Uploads

😡 Whenever I upload a big file in Safari, my upload connection is maxed out. I can't even ping Google, let alone surf the web in another tab while the file continues to upload. Other apps also time out. Is there a way to throttle Safari to not max out the connection? 😡
