I can't seem to figure out my storage issues and what is taking up so much memory. Using the Finder, my iPhoto Library says it is nearly 95GB.

But, going through my "About my Mac" it says photos are only 10GB, and the infamous "Other" is 150GB.

So, which is it? And if my photos are only 10GB, what is taking up 150GB in "Other"?

I am an average at-home user. I use my computer for internet, storing photos and movies, and word processing. I don't download programs, play games, or do anything in particular that should be taking up excessive memory.

Thanks for any help you can offer!

That Finder get info screen is correct and your photo library is ~95GB and the storage Other readout it wrong. in Yosemite and now even worse in El Capitan that thing is completely screwed up and you should just ignore it.

You can try a reindex of Spotlight (that's where the data comes from) to see if it helps, but it will only drift off again.

Run this command in Terminal to reindex Spotlight.

Code:
sudo mdutil -E /
