I am trying to install windows in bootcamp on my late 2018 Mac mini 128Gb model.
Bootcamp has an error stating not enough disk space
Cmd-I on the HD shows 38Gb free
Cmd-I on the folders on the HDD (Users, System, Library, Applications) shows around 46.5 Gb used.

So why is it only showing 38Gb free?

There are a lot of hidden folders used by the system.
You can see (most of) those folders by pressing Shift-Command-. (period)
Press the same keys to re-hide those folders.
DON'T just randomly remove files from those hidden folders, just remember that there are many more files than those that are usually visible to you.

Just figured that on one of the accounts, there's a large photo library (>40Gb) that doesn't get counted unless I'm logged into the account.

Get a second drive for those big file collections.
A 500gB SSD in USB caddy should run under $150.
For pix, music, and video that you are not editing, a spinner HD is just fine. Those run around $70 for 2tB.
You are going to run out of space on thaf 128gB USB stick of a drive you've got. The sooner you do something to fix that, the happier you will be.
