Storing Filevault Key in iCloud

I just enabled Filevault on my MBA... and I chose the option to have my recovery key stored in iCloud. However, I was never asked to answer the 3 security questions that are supposed to be used to encrypt the key!

I have 2-step verification enabled on iCloud and also use iCloud Keychain... so could that be why I was never asked the questions? I can't figure it out.

Anyone have any thoughts? Figured I'd bump this just once to see if anyone has any insight...

My understanding is that with two-step verification, the security questions are not longer used.
