my data has been eaten up since iOS 9, so I finally called my carrier "straight talk" and they informed that disabling wifi assist would fix this as its a bug with some carriers, not sure if it's true, but they also reset my data usage to what it was "approximately" since September 16th "iOS 9 release" just thought I would share may what to contact your carriers if your are also experiencing this.
