It doesn't happen all the time. Anyone else have this?
Then for the first time ever I had the strange blue in the upper right corner. My display is fine as it only flashes this for a second or two then returns to normal.

iPhone 4s iOS 7.0.3

This apparently happens from the lock screen as well. Largely believed to be an artifact from the animation sequences, as the app is supposed to go translucent and app icons begin to "show through," as the screen view zooms out and the home screen comes into view.

Something that various people have reported seeing and seems to be related to animations in some way. You can turn on reduce motion in accessibility settings to reduce/change animations to see if that makes a difference.

ok thanks, my wife wasn't seeing it so I just wasn't sure if my screen might be failing me.

It is related to an app title: the app in the upper left corner of the Dropbox app has a name that is long enough to stay visible within the zooming animation.

^^ this. It's going to be inconsistent from one device to the next unless the app icons are placed exactly the same way. Since different people arrange their apps in different ways, it's going to look different from one person's devices to the next.
