For some reason, when I am not connected to wifi I cannot send an email. It shows the "sending" progress bar but it does not move at all. When I am connected to my wireless network at home or any other wifi spot it works just fine. However, I am able to receive emails regardless of my connection perfectly.

Also, this only goes for my charter.net email account which is synced through itunes. For some reason I cannot manually enter this account on my iphone. I have to sync it.

I also have a gmail account and I have none of these problems using it.

Anyone have a clue on this one?

I may be completely wrong here, but I do believe that it might be a server (your specific email client isn't working, not all of your emails) issue. Since it is synced through iTunes and not native to your iPhone's Mail.app, it probably cannot download over cellular networks, i.e. 3G or EDGE.

Could be wrong, but that is my two cents on the issue. Hope you can get it sorted out.
 
Also check your SMTP server in Mail...is the wifi network it works on connected to Charter? IIRC, you might need to use a different server, since it might think it should only work when connecting through Charter. Does that make sense? I had this problem with Comcast a few years ago and I think I solved it by using gmail's smtp server.
