Stream audio from non smart tv

is there any way to use an Apple TV 3 to stream tv audio from over air channels on a non smart tv to an AirPlay speaker?

If not Apple TV, would an airport express do it?

Tv has, hdmi, usb, and speaker connects available

No, the Apple TV can stream content that is available online, not over the air.

If not Apple TV, would an airport express do it?

Your TV would need to be able to transmit to the airport express, which it can't do because it doesn't have wifi.
