I know this is as stupid question, and maybe it's just early, but I have a movie in my iTunes library in HD. I know it's available to stream in 4K. How exactly do I go about streaming the 4K version? I know that some of my movies have been upgraded to 4K, but how do I access the stream?

If it is a HD movie you purchased or a code you redeemed in iTunes, or a 4K purchase, it will stream
in 4K if available. Just click play.

Yeah, the problem is I couldn't figure out where. I finally realized I have to go to Apple's Movies app, not stream from iTunes on my computer.

That is so because Apple does not allow for 4K downloads from iTunes store - hence you will not see 4K movies on your computer (unless you put them there yourself, from other sources),
iTunes movies in 4K quality can only be streamed from the cloud and on aTV 4K. Not sure about iPhone X, maybe it gets that as well.
