iPad Streaming delay between TV and iPad

Watching the SpaceX launch yesterday on the NASA web site on my iPad with the CBS coverage on TV in the background. There was a 30 second delay between the two with CBS being the live feed. I have Comcast for both cable and internet. What causes the delay?

My guess it is on the NASA side with how they do their feed to the web.
