Struck at Activation Lock Screen

I bought a new ipad Air 2 for my wife. I wanted to give her old smaller ipad mini to some one else. We did a hard reset by connecting it to iTunes. I am getting the Activation Lock Screen which is asking for Apple ID and Password. We have forgotten both the Apple ID and Password. Kindly let us know if there is a way to get this ipad working again.

Contact Apple. Activation lock can only be removed with their help.

Previous owner didn't turn off Find my iPad and remove it from their account.

You’ll have to have proof of purchase or reset your Apple ID password. Activation lock can be removed from the find my iPhone section of iCloud.com.
