Picked up my new 3GS about 3 hours ago and been on charge ever since and its not getting above 98% and says its fully charged.

Is this normal?

This isn't the same thing but it might help. On my 3G it sometimes stays at 100% no matter what. A simple power off and on usually updates it to the actual power percent.

I powered it on and off and now it wont go above 97% lol just my luck!
 
It's probably normal. Overcharging a lithium ion battery can damage the battery, and the range of charge the battery can hold can vary by temperature and other factors, so there's usually some governance in place to keep the battery from over-charging. After a couple cycles you'll probably see your battery get to 100%.

Same here

I am having this same issue and I have tried charging with different chargers. Should I go to the Apple store and get it replaced?
