This isn't the same thing but it might help. On my 3G it sometimes stays at 100% no matter what. A simple power off and on usually updates it to the actual power percent.

It's probably normal. Overcharging a lithium ion battery can damage the battery, and the range of charge the battery can hold can vary by temperature and other factors, so there's usually some governance in place to keep the battery from over-charging. After a couple cycles you'll probably see your battery get to 100%.
