Stuck at "Prohibited" startup after doing Internet Recovery for Mac Pro 2013

I have a Mac Pro 2013 (trash can) and i performed a clean reformat of the drive. Every time I try to perform an Internet Recovery it goes into the prohibited start up screen. I also tried the bootable USB with Monterey and I still get the same issue. My question is what is the issue, or what I am doing wrong that is getting me stuck at the Prohibited screen?

Try using wired Ethernet with Internet Recovery. Erase and reformat internal storage using Disk Utility from Internet Recovery.

unfortunately the mac pro keeps shutting down before i get to it.

You're booting with Command-Option-R, no Shift key? If so... doesn't sound good 😬
