Stuck at "Prohibited" startup after doing Internet Recovery for Mac Pro 2013

I have a Mac Pro 2013 (trash can) and i performed a clean reformat of the drive. Every time I try to perform an Internet Recovery it goes into the prohibited start up screen. I also tried the bootable USB with Monterey and I still get the same issue. My question is what is the issue, or what I am doing wrong that is getting me stuck at the Prohibited screen?

Try using wired Ethernet with Internet Recovery. Erase and reformat internal storage using Disk Utility from Internet Recovery.

You're booting with Command-Option-R, no Shift key? If so... doesn't sound good 😬

Using Shift+Option+Command+R using Apple keyboard? That's Internet Recovery. Shutting down before you get to what? Shutting down is different than your previous "stuck at Prohibited screen". More specific details please.

OP:

If you're using a wireless keyboard, shift to a WIRED keyboard.
If you are normally using wifi, switch to an ethernet cable to your router/switch.

Shut down COMPLETELY.
All the way off.
Pull out the plug if you need to.

Now, do this (exactly):
1. Press and hold Command+option+R
2. DO NOT LET GO OF THESE KEYS!
3. Press and release the power on button -- KEEP HOLDING THOSE KEYS DOWN!
4. You can let go of the keys when you see "the spinning globe" (if you must use wifi, let go when you're asked for your wifi password)
5. The internet utilities take a while to load, be patient.

Can you get to the internet utilties screen?
If so, I'd try disk utility first.
IMPORTANT -- if disk utility has a "view" menu, go to it and choose "show all devices". You can't see the internal SSD unless you do this first.

Can you get this far?
